Doesn't seem like the devs have any interest in adding HW equivalents of the RDM/SAM relics. So, chance are low that they will do it.
If its anything like what they did in HW with the AST/DRK/MCH Zodiac Weapons the Lux Weapons for RDM and SAM should be ready about ... never.
Which is a shame really, especially since they reused the models for some of the other Jobs Relics as Crafted/Ultimate Weapons.
Why would they add these? There are no Zodiac weapons for jobs added in HW either.
The question should be why wouldn't they? I mean, they added Dreawyrm Weapons for them when Ultimate Bahamut was released and reused those models, why not do the same with Relics now that the Models are reused in Ultimate Ultima? They don't need to do all steps at once, they could add them slowly over time.
I think it's because, well, why not just release the model somewhere else? In this paticular case, Lux is now outdated content. And the reason other outdated content does get weapons is because they're much easier to get, letting them be upgrades. Nobody is going to do the RDM/SAM lux to upgrade, which is what a lot of people did them for in HW.
While the job may be new, the Weapontype isn't. Otherwise, by that logic, all those 'antique' allagan/belah'dian/*insertancientcivilizationher* weapons shouldn't exist either. :P

That said, It's still kind of a shame. I mean, let's say somebody is new to the game, freshly unlocks RDM, planning to main it. They now want to go do the HW-Relicquests for the first time, but, lo and behold, don't get to do so on their Main, 'cuz reasons'. I get that these weapons are not endgame anymore, but it'd still be a nice gesture to those who do the quests for the first time.
It sets a precedent for any future jobs. If they make Zodiac/Anima weapons for RDM/SAM, people will expect SE to make Zodiac/Anima/Eureka weapons for the 5.0 jobs, and Zodiac/Anima/Eureka/5.x relic weapons for the 6.0 jobs, etc.
By 6.0, they'd have to make these models for each job added in that expansion:
Two Zodiac weapon models along with variations (colour/glow) since the weapon changes model at one point.
Three Anima weapon models, with the same reasoning as the Zodiac weapons.
However many models that the Eureka weapon will change to.
All this designing for weapons that are only used for glamour, at that point.
The base model of the SAM/RDM Dreadwyrm weapons were more of a byproduct, since they had to make the Ultimate version. If they feel like adding knock off versions of old relics to whatever content then by all means. Just don't expect them to be added onto the Anima quest line. I find that highly improbable.The question should be why wouldn't they?
