Sticky Keys Accessibility Feature Not Working

When submitting a bug report, please use the below template and thoroughly fill out the necessary information.

    Date & Time: 5/31/2018
    Frequency: All the time
    World name: Balmung
    Character name: Marshal Renew
    Class/Level: 70
    Party or solo: Both
    Steps:
    1. Enable Sticky Keys under Accessibility in Windows
    2. Play FFXIV using modifier keys for certain keybinds.
    3. The cheat prevention does not allow the action to be fired.
    Detail:
The only way I have been able to get it 'working' in is by enabling the 'press a modifier key twice in a row' option (acts as a 'LOCK' for modifier keys). However pressing CTRL twice, then the key to be modified, then having to hit CTRL again to disable the modifier key is excessive for one action.

I also added the following to the original post:

I can try, however my laptop acts funky because by default the fn keys are performing different actions (volume, brightness, etc).

I have a skin condition called Epidermolysis Bullosa (RDEB), which has caused my digits to have been webbed together (thus limited my ability to use an MMO mouse or simply extend my reach to hit modifier keys + the key to be modified. On top of that, last year I had to amputate my right hand due to skin cancer.
