They make these hair styles with care, hair is like art and I bet these artists would appreciate our appreciation Thank you.

There is, but there's no way to get it right now. You can see it on the female elezen salvager vendor for housing . It could be coming later for reward for something like in the Make It Rain event or the Deep Dungeon lock boxes

It's the "Materia" merchant as soon as you walk in the merchant area at Wolves den. It's called "Feather fashion" or something, there's also some new minions there and an emote.
