This is a connection error. You seem to have trouble reaching the game servers. Try some of the following troubleshooting options to try an resolve the error.
-Please make sure that "Cookies" and "JavaScript" are ENABLED on the PSN Browser. This can be done by going to the web browser on the PS4, press the options button, then go to settings. The options for Cookies and Javascript will most likely be checked, uncheck them and then recheck them.
-Reset your router by turning it off for a few minutes, then back on
-Make sure to use a wired Ethernet connection as opposed to wireless
-Check the following Port Ranges on your router/modem to ensure that the following Port Ranges have been opened/forwarded/triggered:
▼TCP
54992 through 54994,
55006 through 55007,
55021 through 55040
Your ISP may forward these ports for you.*

Hello, I have been having this issue as well. I have attempted to do what was suggeseted on this thread, however, I am still having this problem. I have tried using DNS servers 8.8.8.8, 8.8.4.4 on the PS4. I tried using Unblock-Us. Also attempted changing DNS on router itself and changed the MTU to several different numbers on the PS4. I do not know what else to attempt. I am wired directly to my router, and while downloading patches, the PS4 is the only thing connected to the internet. Also, I know the system can play games online since I use it to play Diablo with friends and I do play FFXIV on my computers via wi-fi, so the speed works well.

Have you contacted your ISP to ensure that the correct ports are opened?
