Unable to Target Raise

Since Patch 1.20 I've been unable to target any character whether in party or outside of it to raise them. The sole exception is if they are KO'd while I have them targeted, in which case I can cast raise on them. I spent some time testing this today with an obliging friend. I can't raise a KO'd person if they are in my pt or out. I can't select them by tab, by manually selecting them in the pt list, by hitting F2,3, etc., or the F key for nearest PC. I can't target them by macro. I can't target them by typing the whole command in (/ac "Raise" <any of the usual target abbreviations>). I can't target them with a macro specifically naming them. I can target any other pc, or npc, I can buff and cure the pc prior to KO. I have no difficulty targeting mobs or other pc behind or around the KO'd pc. I simply can't target the KO'd pc by any means. Needless to say, I can't party, because I can't raise people. Other people I'm partied with can raise. My ls has not noted any similar issue with raise.
