Considering how much territory Garlemald occupies, that is quite a lot. Also, Hingashi proper - if it is to come - will be dealt with in this expansion. It's too similar to Doma to spin into a territory for the expansion and the requisite themes for dealing with it are already in place. Don't get me wrong, I'd love to venture there, but if it is dealt with, it'll be in 4.0.
There is nothing stopping them from putting two or more regions in an expansion, e.g. Thavnair, Garlemald proper, and other territories of the Empire. Moreover, there's nothing stopping them adding Sharlayan etc. later on. So I don't think this is a particularly strong point. We will need to head to Garlemald at some point, and they are putting in place all the prerequisites to have a reason to go there, as the Emperor is now more open to diplomacy and Elidibus is up to something. The Garleans are not the real villains in the setting, so much as antagonists who differ on how primals should be subdued, so they have significantly more scope to work through such content in 6.0 when it comes to dealing with the actual threat, which is likely to be Zodiark and his servants, or perhaps some other, yet greater threat. In that respect, going to Garlemald does not imply any other areas are gone as options. For any option they chose to add, others would be put on the shelf for the time being... Inevitably, x.4 will be dealing with Garlean affairs, anyway, in the very likely event that it picks up where we left off. Nonetheless, I hope the job in question is the Oracle.
In regards to your comment on gunblades being "impractical", I don't see how it matters. They can implement it in a way that it is practical. If you mean the design, well... it's fantasy, so I doubt they care overly much as they can write it so that it is practical in the setting's terms. If you mean game design, again, it's all down to their creativity.
