Obviously this isn't the majority though, so SE would do well to include as many things to do as possible for new players when 2.0 launches. But right now, they're focus on primarily endgame content is justified, since we really don't see many new players joining and I don't think SE really expects many new players until 2.0 anyways.
I've played games where the HNM style monsters are not given a set level, but scale to whomever is fighting them. A level 10 player and a level 50 player could each be fighting the monster together, and to each of them it behaves as if it is +5 to their respective level. The loot and xp rewards are also scaled appropriately. It would be interesting if a similar concept could work in this game, allowing any random passerby to take part in content regardless of level.
