Unable to download patch files. [11003][20402][19900][5]

Clicked my game to open up and start working on the patch today and this error popped up. It wouldn't even start downloading or doing anything else it just kept popping this up. I've tried uninstalling and now I can't even install the damn game. Not the greatest way to start a new patch with running off your preferred clients.

I've been having the exact same problem since the new Windows 10 update, the game worked perfectly up until then. Tried installing XIV on my laptop and downloading the patch, worked fine there. I'm not sure what it could be but I have a feeling something in the Windows 10 update changed something on my computer to affect Internet settings maybe (considering other games still run fine). Anyone have any suggestions?

Good morning and thank you for posting on the Final Fantasy XIV Technical Support Forums.

Can I get some addition information from you about the issue you are having?

    Please provide:

    - Platform (PC, PS4, Mac)
    - Any error codes or messages you receive upon disconnect (if any)
    - Type of connection (wired or wireless)
    - Other programs running while the game is playing (if any)
    - Frequency at which disconnect occurs
    - Everything you have tried to resolve the issue

We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!

This isn't my original thread so sorry for imposing (I can make a separate thread for my issue if you'd like but it's a very similar problem)
    - PC.
    - I don't disconnect at all, the launcher does its routine checking of the version and then I get the error 11003 and can't open the launcher.
    - Wired.
    - Only other program running is usually my browser looking for solutions to this problem.
    - All the time, if it counts as a disconnect considering I can't start it.
    - Tried uninstalling the game and reinstalling, reinstalling Windows, changing the game files from read-only, deleting the items in the patch folders, running the game through administrator, running the game on an alternate user (possibly some other things I can't remember right at this moment). I also copied the exact files from my PC to my laptop and the launcher worked fine; moved the updated files back to my PC and the launcher refuses to open (error 11003); I would play on my laptop but it's nowhere near up to spec considering how old it is (and how much better my PC is).

Thank you for the information Cordia_Felix.

If it works on one computer, but not the other, it's more likely that it's an issue with the PC itself and not the connection. There are a couple things you can try:

Open the Internet Explorer browser, open the "Tools", go to "Internet Options" and adjust the following settings:
    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, please move the slider to the lowest possible settings or to "Allow All Cookies"
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
    - Right-Click on the FFXIV launcher icon and select "Properties"
    - Go to the "Compatibility" tab, and change the compatibility mode to "Windows 7"
    - Hit "Apply", then "OK" to save the changes.
    - Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"

Make sure your anti-virus/firewall has the appropriate exception for Final Fantasy XIV.

Try a clean boot. Simply open the task manager and select the 'Start up' Tab. Disable everything here and restart the PC. Make sure you don't run any other programs while you launch the game.

We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!

Unfortunately none of these solved my problem, but through the process a friend and I noticed something strange-- I completely uninstalled the game, and reinstalled using the official setup.exe, which seemed to work fine. Then, I used ffxivboot.exe and my ffxivlauncher.exe icon changed into a default Windows icon and after that, I began getting the 11003 errors again (I would get an error claiming I don't have the correct permissions to access the launcher.exe even though I'm admin, and error 11005 once or twice if I used it). Could the launcher itself be corrupted in some way each time I try to open the launcher through ffxivboot.exe?

EDIT: It appears I can't change the launcher.exe at all after using ffxivboot.exe for the first launch, the launcher icon immediately changes to a default Windows application and then doesn't let me change it in any way (e.g. I can't copy and paste it elsewhere, I can't replace or delete it. I'm suspecting this is where my problem lies, but I have no idea how to fix this).

EDIT 2: I'm still having problems with this so I've made my own thread since my problems effectively started getting ignored since the original poster's problem was solved

Well after having to completely remove the game, fight with the worst internet virus in the world (McAfee) and reinstalling the game (that took all night to patch) I was finally able to get back on and play. Though I'm glad my thread is helping someone else because I'm certain we are not the only ones with this exact issue. Yay for technology...
