In the peaks, on the western side of the ark at 20 - 32, there are three dog statues, seemingly made of the same stuff as the ark itself.

I have done every quest in the peaks and those dogs are never mentioned.

Is there any lore on them?

Nothing official, but I would imagine them to be some manner of guardian or at least a guardian statue. When you visit Nyunkrepf's Hope with Lyse, you have to first fight a guardian presumably left by Nyunkrepf Nyunkrepfsyn some 1577 years prior. Though they do not serve as enemies in the game, they're probably there to defend the vessel, or at least deter people from trying to enter it.

Archon Nyunkrepf of the Twelve Archons was a very powerful mage and student of astrology, powerful enough to move his boat from the path of a tidal wave to the peaks of Gyr Abania in an instant at one point. He also later founded the city-state of Sharlayan.

I can't help with information, but I expect it - and the ark itself - is likely to come into play in a later patch? There seems to be the pattern of landmarks that are super-visible but not discussed ahead of being introduced as dungeons (eg. Skalla, Swallow's Compass).

its probably where you get the final primal wolf when you collect them all
