Most likely won't happen, the chat system is incredibly bandwidth heavy as it is. One chat message = same spikey load as opening your inventory. I imagine the cross-world processing itself is not unlike IRC, where each server is relaying the other server's chat traffic in a round-robin effort (Machine A -> Machine B-> Machine C -> Machine A (filtering out it's own messages.)) So each LS you're in doubles the bandwidth you receive. The game may not take up a lot of bandwidth by itself, but on the server side, but multiply that by the number of users on the server. Now with the cross world, you're multiplying that by every server in the data center. Like, I seriously hope SE moved the LS's to their own server for this, because it's almost a given that one very noisy cross world LS is going to crash the servers at some point. That's why they likely made it have such a low number to begin with.

The cross-world LS are basically designed for Raider/Static groups. Enjoy cross-world PUG'ing? Add them to your cross-world LS if they/you have room.

That said, SE probably should have put an expiry mechanism into the actual list, so that players who are not currently subscribed or haven't logged in in 30 days are dropped to "Hiatus" mode and thus opens up spots for more players who are online, just like how NN works.
