Not enough people using the Search tool (and/or no global chat channel).
Lack of a global spam channel doesn't create hub cities. MMOs with a spam channel still have hub locations for various reasons.

Why is Gridania a barren wasteland?
Many moons ago Yoshida Producer told us of Grand Companies. Once implemented we were given a choice, to choose which nation we would swear allegiance too. Many peoples of Eorzea were worried that most people would continue to flock around the massive hub of Ul'dah, the center of commerce. However Yoshida told us not to worry about that, to choose which nation you like, so I did.
I choose Gridania.
I am an Ul'dahn man myself. It was to Ul'dah, I first traveled there as a kid, and that is where I remained for many years. I trained under Sorin, who taught my to be wise in all that I do. I worked hard at Alchemy to amass great wealth, and I did, but soon I started to see things. The sultanant cares nothing for its people. They only sit high atop in their luxury preying off the poor. We work hard so that they might fatten themselves.
Gridania was the choice for a clean and conscious soul. They seem to generally care about the well-being of others and ultimately desire BALANCE in all things. This is where my heart is, but where are all the others? They are in Ul'dah...
(It is a strange thing, but I see the events of this game tie in with events in real life, and I'm not talking about just seasonal events, I'm talking about the seventh umbral era. A cataclysmic event that will change the world forever. The secret goblin society, the Illuminati, The Sultanant, The Empire...maybe I'm just crazy)
THEY NEED TO IMPROVE THE CITY!. Glad I'm not on Besaid if stuff like this is the norm...

				Thankfully it's not nearly as bad as it used to be. At one point any anti-RP sentiment was met with large amounts of /shout bawwwwing (for some good lulz), but I think the RP community has mostly moved on and you can't get any good heat off them now. tl;dr, they lost the war.

				Not angry, I had great fun with it. Nothing was funnier than walking up to a big group of RPers going at it in /say. All you had to do was say "Is this Harry Potter, can I play?" then "/sh YOU SHALL NOT PASS" to make them rage. Nothing's more fun than mocking a bunch of grown men having a fairy tale teaparty.
You'll be defending bronies next, right?
