As soon as people figure out where to get the special mats needed for him (and Sadu), yes.

Probably gonna be sub-stuff, something from treasure maps or Namazu - most likely treasure maps, if you ask me.
So hes probably gonna be expensive and its gonna take a while for any minions to end up at the marketboard in the first place.

Eventually, yes. Probably costs mats that come from maps or canals. Or it's a random reward for wandering tails. Or some other super random RNG-based way that makes it super hard to get.

I still say they should come up with a token system for canals and aqua. Then you can save up and get the items you want, rather than sacrificing multiple lalas and hoping you get a single drop.
