Found him! I knew I had seen Desch's name in FFXIV stuff before it was mentioned in HoH...
So yeah, the founder of the Onishishu probably knew all about what happened with the Crystal Tower and how Salina made sure it could still be opened in the future. Eureka, Pagos:
The bulk of quests involve visiting specific spots in order to acquire magicite, much like back in Anemos. This time around, however, the magicite is drained of aether and rendered useless. The Warrior of Light also encounters Ejika who admits to feeling a measure of envy and irritation in regards to how the Warrior of Light and Krile are widely praised and that they were blessed with the Echo, due to Ejika having to work exceptionally hard to rise upwards from poverty to his current position and sill only receiving but a sliver of recognition for his efforts compared to Krile and the Warrior of Light.
There's another flashback showing Galuf and his companions. The term 'Eikon' is used to describe what is sealed away in Eureka. Special attention is drawn to the fact that Eikon is used. It is also said to be difficult to approach. The Masked Man is revealed to be the one draining the magicite shards. He shows up at the end of the quest chain as approaching Ejika and stating the same things he said to the Warrior of Light back in Anemos. He also exclaims that he is 'Eureka'.
My speculation:
I think it's likely that Galuf is the Masked Man. His face is entirely hidden but the model used is that of a Midlander in height and build. Galuf is also almost certainly set for a 'bad end' given that the character he is based off was killed back in Final Fantasy V.
I also suspect that Eureka itself could be an 'Eikon'. Or at the very least it's the name of whatever is sealed away. I also think it's likely that Ejika will accept whatever the Masked Man is offering, which will probably work out badly.
I'm starting to wonder if they axed whatever they had planned for Adkiragh in Idyllshire when they mentioned him way back in an interview that was done during 4.0.
4.3 is nearing its end now, and contrary to what I initially expected after hearing there'd be another custom delivery NPC, he wasn't the one. I suppose it's possible he could end up being a third delivery client introduced in 4.4/5, mostly because he seems like a prime candidate for the dress-up feature, plus he currently has an unresolved problem he's dealing with.

Yeah, I’ve wondered about him too. He seemed like he might be setting something up for Stormblood but it hasn’t happened. Either that or a job quest I haven’t done yet. Could still be in place for a future one.
We do have the Arboretum hard dungeon coming up next patch, which would send us back to Idyllshire, though he wasn’t involved in the previous quest so that’s probably a stretch.
Also I just finished Eureka Anemos last night and
funny you should mention Adkiragh because I noticed that one of the people in that flashback with Galuf was a Xaela wearing the same coat, and I think the same tail shape as well.
Maybe it’s a red herring, or not intended at all - particularly as I looked up Garland Tools to see what Adkiragh’s face looks like, and it doesn’t match (although it could be just a placeholder). And I don’t know if anything happens in Pagos that would disprove it. But for now, I have to wonder.
It might simply be something that was pushed back. We were told, for instance, that we'd learning more about the Heart of Sabik in a previous content patch but that did not end up manifesting. Yet given what happened at the end of 4.3, we have a good opportunity to explore that particular plot point in 4.4.
Personally I wish we could go back to having more side quests along the lines of the FFIX style Delivery Quests. If they added, say, three new Delivery Quests with each major content patch then it'd be an excellent opportunity to flesh out some of the NPC's that we've encountered in the past but aren't necessarily important enough to show up in the MSQ's.
Time to bring back the postmoogle quests?
I really wish we’d gotten those for the expansions. Some of the FATE characters seemed like they were setting up for elaboration later. *looks suspiciously at Alaimbert of the Spiked Butt*
Also none of the Ishgardian characters in ARR got mail quests, so I wonder if those were meant to come in post-Heavensward. I feel like Francel could have got one at least.
I just want more information/side stuff about the Ishgardians in general.
