Otherwise with it now being an instant, with the increased potency, AND also able to buff it further with Rouse/Illumination/Largesse would have its power exponentially increased. I believe this is more of a QoL change to SCH than a nerf or buff.
The buff in potency doesn't even make up for rouse. WD and rouse have the same CD length, so you could always pair them.The potency increase to WD is likely to balance this out. You're right. I read the notes wrong and thought the potency was being increased to 140 instead of 120. Now it doesn't make sense to me at all. Like you say, rouse is usually paired with WD, which is why I mentioned the QoL change. It's definitely a nerf to the overall HoT, but having WD go off when you actually want it to was something that desperately needed to be fixed. SE just needs to give WD a true 40% increase to its potency, and we can call it a day.
I’d call it a middle ground.
Potency nerf overall (buffed to 120 but out of Rouse’s 140+ depending on mantra etc) but will be easier to use/time/prepare. Frees up Rouse for other times as well when Embrace should be buffed in a non-AoE situation (currently only used in AoE situations with WD).
I think a large part of it is to make clearing them much easier. They go so much faster once everyone is geared and the odds of wiping are usually much lower. If everyone is on alt jobs for glamour gear, it’s very noticeable. If there’s a piece you are really looking to get in particular you can always politely say so in your group. Someone that just rolls greed on everything may not do it for that one item because you mentioned politely that you were hoping to get it. Otherwise it’s only tanks that never had competition, but that isn’t exactly fair in itself, is it? Now the competition is there no matter your job and prevents a group from entering and kicking another caster just because they didn’t want competition (I’ve seen it happen many times).
My biggest gripe is the change to Greed only in alliance hroulette. What's the intention behind this? To help players get the loot they want, or make it harder? To make things fair? What is it in response to? Does it have to do with the overwhelming amount of gripes about those rolling Need when they really don't need it?

Not any less fair than it is for tanks to get exclusive mounts, which I think is perfectly just. However, I don't think it is that big of an issue, just something that I do have a gripe about. I suppose it's more personal feelings than it actually is impacting on the game.
