The likelyhood of this is pretty much zero and its likely to stay that way for a long time to come. you just happen to have friend on a very popular server to the point that the server is close to it limit (its not a simple matter of adding new hardware, its what the software can handle too)

I figured as much. The deal is giving it some time, and if nothing comes of it then they will likely transfer out. Shame, honestly. I'm curious to what the character limit per World is even set to.
As I recall people can transfer in now have you tried?
It was re opened I don't recall seeing any news in regards stopping it. I will check news again.

Their mistake was opening Balmung to new chara creation. They should've left it like it was for a good while for paid transfers only. At the very least, we likely would've seen a lot less bot activity. :\
Assuming Im remembering right, we were open for around week and some change.

I wouldn't expect the server to open for any major events, if anything your best bet will be to wait out the dry spell between the last patch(es) between stormblood and whatever comes next.
