I have "Eternal Ice", from the 2013 Starlight Event. Where can I trade this in for items? The Recompense Officer NPC doesn't accept them.

I would be surprised if you could still trade that in somewhere - throw it out the NPC who accepted it is gone for over 3 years now...
So yeah, it has no use anymore (why would it have...? And why are you holding onto this?)

I'm pretty sure I still have an otherworldly parcel from the lightning event somewhere on my main. x3

I found it in my retainer - I took a break from 2.0/2.1 and recently came back. What should I do with this item now? Is there no way to redeem it?

One of the items you can trade it for is "Starlight Barding" which is selling for about 10m on my server..

You actually can't redeem it at this point since the event is long gone. Only thing left to do is toss it, unfortunately. Those bardings are going for so much now because they're no longer available in game, though I think it's possible to get it off the mogstation.
