I don't know what your server is like for housing, but recommend buy a small plot anywhere first (Goblet?) and then relocate to a plot you actually want. Relocating bypasses that RNG timer which is likely what the person who walked up to it did.

Sadly that will cost you a little more money, but it makes life a lot easier!
