I don't know about A and S rank being a problem, as long as those people do their business at the tribe's area. The Namazu are going to be in an area of the Azim Steppe that's supposedly only accessible by flying and there will be an aetheryte to teleport there as well.

If it's located along the Western mountain, it is possible to scale on foot.
