Thank you Kerwin!The problem ultimately does not lie with your ISP if you are still having problems and I would suggest the mods remove that part from their template responses.
Berserker, try running a trace route to Square Enix's servers in California. If you cross the NTT network, there's a good chance that you are being effected by Square Enix's ISP (NTT) not yours.
Visit this sticky below and see if you can jump on a computer to run that tracert. Copy the results and post them here or in the sticky I mentioned before.

Windows start menu > type in "cmd" in the search field and launch command prompt.
Type the following:
tracert 209.2.229.9
Then copy and paste results.
