This plan is most good!
Now if they abolished the cost of teleporting you could have quite the little business! In some crazy way I will make this bold statement abolishing cost of teleporting will help spread the small community out into other cities!

Abolish anima= may as well abolish airships.
Abolish airships=abolish part of what makes this ff.
That being said, I can't think of any other practical negative consequence to get rid of teleportation costs, FOR NOW. 2.0's a different story.
But I still support crystal-to-crystal teleportation for 2.0.

From what I've seen from the anima hate posts, most of the haters want the system to die because it satisfies Occam's Razor, (especially now when we have multiple transport options available.) as the majority of them seem to want something that does pretty much the same thing, but restricts it to an exclusive class/job ability, or somehow complicates it further...
I hate to break this news to you, but making the system more complex for complexities' sake is just dumb, especially since it's a system that works. As mentioned before, the rate at which anima recharges is a low enough rate that a player can't teleport everywhere whenever s/he wants, but it's sufficient for when they need to reach a destination, or meet up with a party, and time is not a luxury. On that note, you still are required to attune to an aetheryte or node before you can warp to it, (unless someone offers to teleport you.) they made you do the same thing with the crags in XI.
Speaking of XI they eventually did add a fast-teleport service to the game just before Abyssea came out, pretty much identical to XIV's teleport system except it was feuled by gil, you could fast travel almost anywhere as long as you had the money.
