I don't care about people using mods but if someone is deliberately trying to take and show others pictures of your character with nudity to antagonize the person that most certainly is harassment.

The answer is no. As such that harassment isn't real, it's playing completely on the person's delusions,** and that IS harassment, but the underlying stressor is absolute nonsense. If they weren't so troubled as to believe a generic character model is uniquely representative of them, they wouldn't feel bothered in the first place.

I do just want to mention, it's obviously different if they put pictures of your character with the nude mod and shove your name on it, with the intention of harassment. If they just do it, you can't exactly tell it's you. If they put your name on it, it's targeted.
