Yes, minors do play the game too, but they'll only see naked pixels if they either install the mods themself or look for such pictures. You cant send a picture via /tell after all. So for a minor to see they need to make the effort to see it.

There are people using mods to alter ingame models (wether thats hairstyle, colours of gear or removing gear alltogether and replacing it with some naked textures).
There are people molesting and harrassing others ingame (may that be some sort of sexually or other harrassment).
Those two groups can overlap, but dont have to - and we should treat them seperatly, something you continue to fail to do.
What you need to understand is that while the second group might use mods, thats actually not the problem with them. You kinda seem to understand that though.
As long as they dont molest anyone, they're doing no harm - not even if they're looking at the naked character that belongs to a minor, because that character isnt said minor. Its a bunch of pixels. Unless they tell the minor (or anyone) that they're doing it, no one but them even knows. The moment they do tell, the sexual harrassment and unwanted attention becomes the (reportable) problem, not the modding. Believe me: no one who wants to sexually harrass someone in the game (or in general) needs a nude-mod to do so.

And I do feel sorry for you, too - and I'll tell you why: Because you clearly believe that anyone who might find an ingame character (or a bunch of pixels) sexually attractive is some sort of weirdo.
Its not your thing, we got it. I already mentioned that its not my thing either. But I can still understand that it might be someone elses and not condemn them for it. I feel sorry for you because you seem so close-minded to me that you cant understand and tolerate that someone else might be into other things than you are.

Again: If someone installs a nude-mod it only alters their own game. No one else is going to see it.
The moment someone else does see it, that person must have shared their screenshots - and without consent and specially the ill intend of harming/harrassing someone, that becomes a problem. But that ill intend doesnt rely on mods - you're mentioning people creating alts and going through lengths to stalk someone. Do you not think such a (hypothetical) person would just go and photoshop a screenshot to look like whatever they want it to look like aswell?

So yes, you do seem to understand that mods arent the issue but harrassment is.
Which, in turn, means that no one should be that concerend or worked up about those mods in the first place. Can they be used as a tool to harrass someone? Sure. So can the simple the chat ingame.

Personally, I dont consider it a great or "healthy" way of living to always be concernd and worried about everything that could potentially happen, including something like such harrassment. Takes away a lot of quality of life , which is why I cant really relate to the OP.
