If someone's harassing you, then they should be reprimanded for it. That's wrong at all costs. However, you ought to lighten up on the idea of mods. They're not really hurting anyone (unless they're using it to harass others, and the majority aren't). They're against the ToS, yes, though so are programs such as parsers, and it's simply a "as long as you don't mention it we'll let it slide" sort of situation. At the end of the day, FFXIV is a game, along with many other popular MMORPGs which is bound to have some sort of modding community. If anything, I wish some of the mods that exist could be implemented into the current game, in particular some of the hairstyles I've seen from some Instagrammers.
It's not the best of ideas to stay pressed about matters that shouldn't really concern you. Else, staying in the online environment may be detrimental to one's own health.

As for the GM who contacted a modder through Twitter i think is way out of hand.
Because learning to cope with, diffuse and handle situations like this is one of the most valuable life skills that many people seem to lack these days.
This is a far more important detail in the grand scheme of things than drama over a generic bare behind that might have your character's name above it.

The mod community is not getting out of control, OP. There's a few douchebags, yes, but don't put a gigantic spotlight on the mod community because of this. Rather than complain to the forums, report those who are harassing you in-game. As it stands, you are pretty much throwing a huge mod community under the bus over this. Yes, it probably does suck, but don't say silly things like 'the mods are getting out of control'. They're really not. If somebody harasses you, report them. End of story.
Ironically enough, with the attention that's been given to the mod community, I would not be surprised if the devs address this. And if they do, it'll be both sad and hilarious that they respond to client-side texture alterations (because their engine restricts having truly unique characters, which in this day and age is just sad), and because they're willing to pay attention to this, and not the rampart bots that continue to make life for crafters and gatherers hard because Square sees only the bottom dollar line that their accounts give the company.
Which is why I said blisting is probably the best option. If someone is being incredibly offense to you, you shouldn't just have to put up with it and play along.
Yes, learning to cope with idiots and situations you don't enjoy is part of life, however, people who are intentionally harassing someone with this should not be given the free pass that this thread seems to be giving them.

Malora's example from a few pages back strikes me as something to legitimately be concerned about. This is just silly nonsense that appears to have escaped a children's playground.
