Now that's out of the way I want to discuss some thing that I've found from these so called "Modding servers" I do also want to point out I've not participated in modding myself but rather look into how said things are used and to gather my own research.
Now your main argument is that user(s) can see your character naked, now whilst this is possible from first glance you really have to look into the whole "modding" as a whole, it's an offence against the ToS that users agreed to and can result in your account being revoked of access to the game (ban / suspensions), I've seen several user(s) who've been reported for advertising it in-game & on social media and I agree with the stance that SE themselves are taking.
Now in regards to "my characters can be seen naked is wrong!" Well it's quite simple, avoid revealing outfits that are commonly modded (I mean on one of the servers I found there was literally a whole list of what not to wear), walking around in highly populated areas wearing nothing at all & if user(s) are sending you tells of images where they're clearly broken the ToS, report them there and then. Don't argue with the user(s), Don't start harassing them back, just file a report and a GM will deal with it. If you're arguing with the user(s) it'll also look bad on yourself and could possibly lead yourself into a heap of trouble too.
Do I support modifying XIV Files? No.
Do I want to modify my in-game files? No.
thing is until Square Enix put in a sort of Anti-tamper mechanism into the game, nothing will be done unless user(s) are caught red handed sending images of them breaking the ToS through in-game tells or by promoting websites / social media links (twitter for example) where they're hosting images / files that break the ToS of the game and can be linked back to them in-game.
One good example was that a user on Aether had their twitter handle in their search information recently and when people went to their twitter it had their character information & had 1000s of images of them clearly violating the ToS. GMs contacted said user and took action against them.
I do not support anyone who breaks the Terms of Service.
