Sound about right, SE only considers harassment in chat, everything else is whatever (mmo after all) anything outside of the game ain't they problem. Pic or Video not a form of proof z.z
Even in chat they don’t care about any harassment except for like parser/dps harassment. Unless it’s feast then they just take away everyone’s words to prevent harassment lol.
Modding in any form does violate the ToS. So do parsers and hunt trackers, and those tend to be ignored too. They're not doing things like WoW and GW2 do where they'll scan your computer looking for known programs like that.

Actually that's not the case at all which is why I'm kind of surprised they didn't act in your friend's situation.
There are plenty of confirmed examples of people getting suspensions over seemingly far more trivial chat infringements including very mild profanity and trite harassment amongst other other things. (Several of these I've seen first hand, so it's not rumormill)
If someone sent profanity to your friend via /tell or such and they didn't get at least a warning out of it then that goes against everything I've seen in this game since beta. I'd guess your friend perhaps couldn't stomach making the report or didn't follow it through? Reporting on behalf of other people doesn't work so it's not fair to pin that one on SE if that's how things went.
Could have been the GM they had contact with too. Seems like each GM follows their own set of rules from what I’ve seen. But no she reported and had direct contact with a GM and they told her they would look into it and then there was nothing they could do. That being said you won't stop them, and your digital body isn't you, nor is their mod an accurate description of even your digital body.
If its being used for harassment its one thing, but other than that...people will do what they do.

Let’s put it this way for her personal well-being and privacy I would never repeat what was said to her it was pretty bad. And was sent to more than just her it was sent to our fc in regards to her too. But it was a while ago I mean stuff changed I know exploits are being cracked down on more since the last incident so maybe they stepped up with their harassment policies too. Or seems like GMs are always changing maybe the GM who handled her case isn’t there anymore.
As someone in that very discord, this is flat out wrong. The SFW side of modding took off exponentially once modding became both more wide-spread and easier to create.
Putting that aside, why does it matter what someone else sees on their client? You are not your character no matter how much you may identify with them. Likewise, what someone else experiences has no bearing on your enjoyment of the game. The vast majority of people modding, even those with nudity mods, are doing it for themselves. I know plenty who are particularly shy irl and explore sides of themselves they only can in a virtual world. Who are they harming if they want to prance around naked when only they see it? These mods are little different than someone using their imagination, or have you never heard the saying, "Just picture them in their underwear/naked?"
I wouldn't worry. Very few people actually abuse mods, and those who are caught instantly lose access. If there is one thing I can say, the mod community polices itself quite well. They don't want jerks around anymore than those who don't.
