The problem is not about nerfing, is more about people actually knowing how their role works. In other words there are those who think they know their job when in reality don't even know the basics. A well geared job, using proper actions, can make any tank stay on their toes. If a tank is not using all of it's CD usually means the group is not making him stay on his toes.

Example; When I play DRK as a secondary tank, I don't kneed to be on tank stance to take enmity away from a WAR. I have to use Shirk to give it to main tank. If I get annoyed I recommend to switch being they can't hate. That is one way you know a tank can't play his role for jack.

Oh. Then the solution is easy: don't be an underachieving DPS :P

Honestly, this.
Yes Warriors hit hard. No they don't out-damage a DPS class.
If something is wrong, it's the DPS not the Tank. Either have the DPS learn their rotation, or get better gear, or whatever.
