Honestly, I would rather they make account-wide items singular-char as well because I personally only play one char and I don't want to spend $24 (for instance) on a mount I'll only use for one character.... So if they had the option of singular char + account-wide, that'd be pretty business savvy, one would think. The variety speaks to all players and not just a select group for any one item (excluding the ones you listed as excluded, of course).
Oh, great. Three new $5 orchestrion scrolls. Again, it sure would be nice if all of my characters had access to these.
In my opinion, they need to 'fix' the system so all the collectables (glamour, mounts, etc) are stored account based and then purchases automatically get added to the collection with maybe a pop-up when signing in to notify you of out of game additions to the collection so you know the item was successfully added.
They actually asked Yoshi that in the E3 panel. Answer was about as frustrating as you could imagine :[
Yoshi-P said "they don't have enough keys" to do that.
Basically he handwaved it, which means that that the problem is probably something Yoshi-P has no control over.
Its the same answer they have given before.

Logistics. They'd have to change the system to fill this demand, which was the second part of the answer given.
Once you buy an account-wide item, a relation is created in the system between your account and that item, represented by a key. That's data that needs to be stored in the system with a potential upper limit of (amount of users) * (amount of items). That's crazy. So they're limiting how many items you can get account-wide, thus reducing (amount of items).
