I wouldn't recommend RDM. Core rotation is based on procs, and with lag they can not trigger in time, or worse, seem to trigger but cancel when you try and use them.

Is it high ping, or packet loss? High ping blm can be pretty cozy, but if you get packet loss on your f1 to reset astral fire, or your b3 to enter umbral I've when you have a few seconds left, you'll have a bad time.
I would say play whatever you want as long as your ping is below 200ms.
I personally play with 120~130ms and had no issues with any job that I got to lvl 70 including MCH.
And I main BRD which has the highest CPM (Cast per minute) but still do decent despite my ping.
This very important actually. I can lower my ping to 100ms but I noticed that by doing so I get a lot of packet loss which leads me to suffer a lot. While 120-130ms is very stable and rarely get any packet loss.

They have the least actions per minute of any class, and of the few oGCD abilities they have most of them are situational rather than rotational and will be used in situations where you're going to lose GCD anyway like moving out of AoE etc. They are also the only class where many of their cast times are longer than the GCD, which means that you're going to be clipping regardless.
We'll, there's still effective ways to weave on blm without clipping much. The packet loss concern is still very large though if it's that and not just high ping. Because a spell fizzling out in certain spots of your rotation, will destroy you pretty hard (losing enochian)BLM definitely. Could also throw in a very strange choice and say bard. You don't always have to be a perfect bard in personal dps as long as you keep your songs going 24/7 and line up your other buffs for the party. Group dps contribution will still be quite high, even if you're single weaving abilities. Still would say blm is better for you if it's NOT packet loss, but it's something to consider. You could just be smashing buttons on bard, but if you keep crit buff up and refresh for the healers, people probably won't even notice.

Ninja can be a pita with it's mudra system and any sort of lag and what not. So i would not advise of that job
In this game ping not even matter that much. I played all healers and tanks, drg, smn, blm etc once eu servers was still in Canada during 2.0 and did not have any problems playing any job. Ninja or mch may have small ping problems, but anything else is pretty much fine.
Technically you want to avoid anything that weave (and espcially double)
I'm no Monk expert so I can say for this job but I support the above claim that Samuraï is a good idea.
BLM has little weave BUT you might have a hard time knowing if you can finish your cast or not.
I wouldn't advice DRG at all. Not only because of the weaving but also because of the animation lock (added with the alg it might be nasty)
Ninja / SMN and MCH are no go imo.
So I'd say
Melee : Sam (monk maybe i'm not sure)
Range : RDM (eventually BLM if you don't do Savage)
