    Why?

    Simply put, when you're under level 30 you likely don't need to use shout, ever. Party chat, local chat, yes... But shout/yell doesn't seem very useful at a low level.

    Level 30 seems like a good number because it takes some time to get there on a new account. Which begs the question, is it even possible to do this on a trial account? I'm not sure but mayhaps it should be disabled entirely except local/party chat.

    Trial accounts cannot use any of the chat features (shout/tell); they cannot even form their own parties, though they can be invited.

    If the spam you are seeing is RMT-related, they get away with that because those accounts are bought and paid for. You can now right-click and report RMT spam that you see in chat. I personally do not have /say or /shout in my normal chat log that I have up; it mostly has /party, /alliance, /FC, and my Linkshells in it. And /tell.

    I don’t really see the need to limit the chat functions under a certain level, to be honest. If they did, all the RMT bots would have to do is bot up to the minimum level required, which doesn’t require much.

    They're mostly hacked accounts but yeah - same basic result.

    RMT sellers buy passwords from things like hackers that have hacked third party gamer forums, they then use bot-login attempts to see which of these are matches to actual game accounts... and then they sit on them... for months at a time, and activate as needed when others get reported.

    If you think no one would be stupid enough to use the same username and password on a random gamer forum as they do for their game account... I get this info from what happened in the Guild Wars 2 launch. A few days into launch they banned... 15,000 (or 30,000 - I forget, it was 2013 and my memory on this part is fuzzy) accounts.
    - They then published an article on what happened. The number one fan-run fan forum website before launch had been hacked months earlier - it's entire database stolen. Being a non-commercial entity kept up by reputation, it kept silent. GW2 noticed on launch that a massive number of people that had been active in beta were suddenly being reported as bots... so they went and reached out to the fan websites until the one fessed up...

    (This is why in GW2, about 3 months after launch, everyone was required to change their password, and locked from use was any password anyone had ever used before - and if you ever change your password there, you cannot use one that is anywhere in their database).

    RMT sellers... they're mostly using the accounts of your lazier friends...

    They don't buy individual accounts at retail price... they have hackers that can deliver them accounts in the tens of thousands. I would wager at least one person who reads this comment is already hacked... hopefully it's not me... Though I use a security token to help guard against that possibility...


    But my points backs up your main point: blocking / muting new players won't do any good against this...

    And just because somebody is under level 30 doesn't meant they're new... Some folks have alts...
