That depends if you want to count moving to use positionals as "actions", which I do because you are pressing buttons to move back and forth. If you do, then Monk absolutely crushes it in that regard.

Monk also has a lot of things to do during jump phases between form shirt, meditation, possibly activating riddle of earth. Other jobs don't have nearly the amount of stuff to do during jumps like monks do. That contributes to the number of actions per minute on the job since it never stops doing things.
