    The Garleans fear what they don't understand (religion), and seeing the potential extreme end result of it (primals) combined with arrogance towards their conquered subjects ("savages"), leads to some really irrational policy-making that wind up causing problems for themselves (as attested by that one Sightseeing Log entry about the catacombs in the Lochs).
