In the amalj'aa beast tribe quest there are mentions of tempering. It causes (and spoiler) the mother to believe her baby is still a baby, aka shes lulling a rock because its been at least 15-20 years im guessing based on the daughters age and telling it that they will serve their primal.
It seems tempering works differently for some.
