You know, I wonder if SE couldn't do something to help address this, nonetheless. I'm sure it wouldn't be difficult to track how often a given instance had been run over the past week, and give additional weight to the less-common options for 'pure-RNG' groups (i.e. those comprised entirely of people who queued via Roulette). It's possible they do this already, of course, but if not, it'd be easy enough to implement.

your going to get hell's lid way more often because people are solo queuing it to get the weasel minion
I'm sure the reason for other roulettes is similar, only takes one person pre-60 to force the whole alliance into one of the crystal tower raids for instance

same for getting level 50 primals, only takes 1 person at 50-53 to make that the only option for the whole raid. Sub-60 your still looking at 6 ARR primals vs 2 heavensward ones at best.

level 70 gets the one that has a mount and a music worth like 1M for obvious reasons

why snowcloak seems to be so common is actually a mystery to me though

People like to juke Alliance Raid roulette by removing gear so they can only land in ARR raids.

A lot of this has to do with a great deal of dungeons not being unlocked through the msq. New players often skip unlocking them unintentionally so you tend to see the same handful of lvl 50 and 60 dungeons over and over.

Some trials are also not part of the msq. I can't remember the last time I got Odin or the Warring Triad in a trial roulette. Probably before last Halloween. Don't think I did Zurvan at all since HW.

Hell's Lid has a minion and is also known to be the most time efficient instance if you want to farm mendacity tomestones. So this is likely why players usually end up there.

None of this bothers me. What bothers me is when I get something like Sastasha normal when everyone in the instance is well above that in class lvl. I was in there last week and everyone was lvl 50+. I'm okay with doing it if someone actually needs it to lvl a new class or for msq...but good god don't dump a bunch of high lvl players in it. It's needless boredom.

Snowcloak is also an MSQ dungeon (as is Keeper of the Lake) so people need to run it more than a lot of the 50/60 dungeons.

(I just wish it had better music. Music makes such a difference to the enjoyability of a dungeon, and I find Snowcloak's very nothingy and tedious.)

It could definitely do with some sort of level-scaling check and limit the roulette to X levels below the lowest party member.

Would be nice to have a button to force rng to not take the dungeons of yesterday roulettes.

My friends and I got snowcloak for 5 days in a row....Sometimes twice a day if I do my mentor.
Idk, we even went 4 of us with lvl60-70 jobs and well geared to see if we would have something "els" and we still had that dungeon.....We are getting crazy xD
