I don't believe LB is ever mentioned in The Hall of Novice and it definitely should. I use my Melee DPS LB on dungeon bosses to end them quickly. It usually takes about 10% HP approximately.

I was under the impression that in raids, you generally want to save LB3 to use during add phases unless using it ASAP will allow you to get a second melee LB3 off over the course of a fight.
Though as far as SB goes, outside of it being virtually required for the OS3 add phase, it's only applicable for the OS7 Bibliotaph or during the Shinryu Extreme burn phase to nuke both of his wings.
As far as dungeons go, it's most time efficient to use a caster LB to blow up a big pull of 5+ enemies. Otherwise, saving it for a melee LB2 on the final boss is probably ideal.
Tank LB3 was needed for Byakko EX if you wanted to just breeze through the run almost flawlessly during that second add phase. I have seen and been in parties where they've forgone it in order to just nuke the add themselves, but the DPS were spot on with no hiccups. You won't always find that in party finder.
However, I've also seen tank LB2 used where people STILL survived with maybe a minimal death or two on the second add phase as well. But, healers have to be on duty and fairly good as well for the damage mitigation and capping everyone off the moment you're not stunned anymore and avoid Fire & Lightning.
PS4 can easily fit it. Remove the auto attack on(I don't have it on ANY of my hot bars) and you can easily fit LB on there.
I think in most cases they forgot about it or they are new...
As for raid that's a different story I've seen melee literally fight over who has to do lb and who shouldn't lol
The button also part of a menu that players aren't really prompted to explore at all. And considering you spend your first 15 levels in solo content, it's easy to never even know it exists by the time you can use it.
It's not a thing....its stupidity or ignorance.
Much like esuna on healers...people don't use/don't pay attention/don't care.
Don't you dare correct them..you'll get your head blown off.
So what do I do? I use it whether they like it or not...no one else well (when dps'ing in terms of LB)
Of if I'm in full mentor mode - I give the "command" to have LB triggered...sadly some don't get it.
Even worse when a idiot tank ask's for LB during a super pull which does literally no good.
Or when someone uses LB too soon or wasted it on some foolish mob.
I'd go on but you get the idea.
Basically I teach the sprouts the right time to use an LB..and when not too.
Not to mention beating Esuna use into their heads.
Bad habits are hard to remove. Adapt....try to move forward.

Actually, if there's a caster, or possibly a ranged dps in the party...
A limit break on a large trash pack will do more overall damage than a melee limit break on a single enemy.
That's more efficient damage per resource.
And damage per resource is why dps do aoe rotations after a certain number of enemies.
