Ahh, I was waiting for the 'lulzwelfarez' scenario to come up. At this point, claiming anything in MMOs to be welfare is damn near synonymous with comparing something to Hitler -- you've pretty much lost whatever argument you've had. But okay, let's talk welfare, in an all-too common real world scenario:
Person A "works" for a living? No. Person A shows up to collect a paycheck, screws up/over everyone they work with, but is sly enough to say all the right things while the boss is looking. Person A also happens to know someone from HR, so no matter what the other employees may say to said boss about Person A being a total douchenozzle, these remarks are summarily ignored because Person A is lucky enough to know the right people (LSmates PLing to 50 lol) and lucky enough to have found themselves in a good position (CNJ/GLD/ARC/THM lol).
Person B, meanwhile, got laid off after 16 years on the job because of "cost cutting measures", and is forced to go onto welfare because nobody wants to hire someone over 40-45 anymore, especially someone that's more experienced than everyone else combined, and has a resume that would put most to shame. Person B would be happy to make a fraction of what Person A makes, but can't even so far as a face-to-face interview. Why? Because Person A doesn't like competition.
Person A hears that a tiny portion of their salary (that would be taken out regardless of where it actually went, mind you) goes to Person B and decides to petition the government to remove welfare altogether, forcing this man into complete and utter destitution, because they don't like their money going to some filthy lazy bum that doesn't have a job. I mean, it's not like the money taken out of their paycheck is going to be enough to cover Person B's bills, right? So why bother taking it out at all?
In case you haven't figured it out, Person A has their head shoved too far up their own ass to see anything other than their own personal shit, and because of that, they assume that anything outside of their own personal bubble doesn't exist and, therefore, must be a lie. Person B isn't a bad person because they're living in non-ideal circumstances and is having difficulty getting any kind of leg up because of faulty misconceptions perpetuated by Person A and their retarded ilk.
But that's too complex, isn't it? After all, we know that everyone who has a job is perfect, and everyone who doesn't just isn't trying hard enough, amirite? Just like we know that everyone who has a 50 in FFXIV is pro, and everyone who doesn't is a scrub, and like we know that everyone who has time to be hardcore is a no-lifing neckbeard, and everyone who doesn't is a flighty casual that can't be assed to bother trying.
Right? Right? Amirite?? Right??
Sweeping generalizations and talking about things you have no basic grasp of is fun and exciting! No wonder you're doing it so much.
There is no prestige in hitting level cap in this or any other MMO since WoW has come out. You're not suddenly going to have to share your precious little spotlight with Johnny Scrub anymore than you did in the days of surplus, because the people who benefit most from a change like this aren't on often enough to devalue your gameplay. This idiotic insinuation that your life suddenly has less meaning because people who actually bother to log out may receive a perk (that you, too, could get if you bothered to do the same, incidentally) is quite possibly one of the most asinine things I've ever had the exasperation of reading.

P.S. - It's sickening just how many people I've met while in the workforce that are like Person A at all levels of responsibility, and how many people like Person B are treated like absolute garbage because they have the temerity to ask for help when those in Person A's camp don't hesitate to leech off of others at every available opportunity. But I'll shut up before I further digress.
