Which is missing the other half of the point, that because people want the rewards, they will cheese the ilevel so that they can get the reward with the least effort, eg equipping the ilevel 50 relic gear to avoid any HW or SB leveling, even if they're level 70.

People already admit to doing this with the Alliance raids.
