Not really. They're saying that the player would be required to reach the minimum ilvl before being able to queue up. For example, a lvl 65 queueing up for leveling roulette would need to be at an ilvl appropriate for the highest dungeon of that level (Bardam's Mettle).
I don't see a need to change this. Vote kicking or disbanding has always been sufficient if someone's gear is so bad they cannot perform. You can also buy white level gear every two levels through both HW and SB for next to no money, and the side quests reward HQ on-level gear. There is absolutely no reason for this to be done when there are two easy preparations and two solutions already there for it as well. It would just be a waste of time, especially since a lot of people don't need a bad gear level to be willful garbage, and plenty of people with bad gear can and do carry their weight above their gear level. Ultimately, it would just make queue times longer in the queue, rather than in the dungeon while waiting. At least in the dungeon, the wait is a choice and the group has control. In the queue, you have none of that.
If SE were to set minimum ilvl requirements for leveling dungeons then the player in your scenario should simply be put into a dungeon fit for their ilevel, not barred from leveling roulette entirely.Not really. Which is missing the other half of the point, that because people want the rewards, they will cheese the ilevel so that they can get the reward with the least effort, eg equipping the ilevel 50 relic gear to avoid any HW or SB leveling, even if they're level 70.
People already admit to doing this with the Alliance raids.

Sounds like all those people were just too lazy to replace their gear and wanted to be carried. Those are the worst kind of gamers.
What sucks though is that this makes it apparent that gear is only a negative.
I mean, its something you HAVE to have, not something you really want to. That it really doesn't change gameplay that much or give enough reasons for people to get it. It's just raw stat boosts that you need to keep parity with content, to a limited level.
I think this is a problem, and maybe making more positive aspects to gear might help. Not sure what those would be offhand, I'd need to think on it.

The big question is why on earth did you not vote kick them? I assume they were with friends who wouldn't?
Something like this should be reportable as harassment imo. There is no other reason to do this than flat out trolling.
I thought it was just glamour, suffice it to say the target of my ire during that run was Alliance A who wiped that round by not making it to the pads.
But this is just illustrating the point about needing minimum left-hand gear. Labyrinth of the Ancients is ilevel 50. If I take all my left-hand gear off on my DPS from ilevel 123, it's still ilevel 64, of which the weapon contributes 15, and each right hand gear contributes 10. If I go to my Healer and take off all the gear one by one, the weapon is ilevel 47, and each accessory adds 25 to the ilevel.
