All dungeons should have minimum ilevel requirements?

If I'm understanding correctly you want people to carry around complete sets of gear of various level ranges in order to enter the different dungeons available in leveling roulette? What purpose would this serve?

Not really. They're saying that the player would be required to reach the minimum ilvl before being able to queue up. For example, a lvl 65 queueing up for leveling roulette would need to be at an ilvl appropriate for the highest dungeon of that level (Bardam's Mettle).
