Thank you for your input on the thread!Don't worry, its likely not just the card. Unless a Titan V isn't strong enough hardware to not get DirectX Error 11000002....
Certain video driver updates, windows updates, or ffxiv updates conflict. and its very rare to have a period of time they all place nice together, since this game has existed...
I've ran the game alone, i've underclocked my gpu, I've done about every solution people have thought of. The only fix for the dx11 bug is to not use dx11, and thats a terrible solution.
ok so I have had this issue for a while I even switched hard drives and still get this error but with the new hd it is now telling me this error is caused by my graphic card blocking ff XIV anyone know how to stop that from happening?

I'll chime in and say it's not OP's card or laptop or whatever. I have a nvidia GTX 1080 8 gig card and I get the same crap constantly. And only with FF14. I opened my own thread a few mins ago. My drivers are up to date as well as using no overlays. Hell, I can run Assassin's creed origins on ultra for hours with no issues but FF14 gives me crashes with this same fatal error.
I'm suspecting DirectX issue, even though I've never had the problem before.
Running a Razer Blade 14" with a 1060 GTX, i7 with 16GB RAM. Dx11 loads into a black screen then eventually freezes. DX9 gives me Fatal Error 10000000. Tried clean boot, reinstalling drivers (both graphics, and DirectX), reinstalling FFXIV itself, no luck. There was even a hotfix for 1060 GPUs but that didn't fix it.
