No. Has to be actions that actually 'hit' the target. That's why Addle, for example, will proc it.

^ Right, Shadow Flare is not a an enemy-targeting skill. While you could set up Shadow Flare to launch around a target via macro, this doesn't change the fact that the skill itself does not specifically affect a target. Therefore Wyrmwave is unaffected by its use.

Shadowflare while placing a ground AoE at a specific location actually puts a buff on yourself in order for the ground AoE entity to exist. So in that sense the core action is a self target buff. However what has been mentioned is correct: only actions from the summoner to an enemy target can proc a Wyrmwave.

In my SMN FAQ pin on The Balance #smn_questions:

    What procs Wyrmwave from Bahamut?

Only actions from the Summoner that target an enemy will result in Bahamut casting Wyrmwave. Self buffs, autos and ground AoEs will do nothing.

The only time a Shadowflare verges on being considered a spell cast on a target is if you use a macro like /ac "Shadowflare" <t>, so maybe that's where the confusion stems from with the OP's conflicting answers. But that <t> targeting macro is just specific to the macro mechanics, and doesn't have any actual effect on game mechanics. Shadowflare definitely doesn't trigger Wyrmwave. It would instead be better used during Dreadwyrm Trance to get the increased potency from that.
