Well, not sure if this is what is being referred to here, but there is an issue with using POTD to level vs other means such as the DF. Since you get barely any money and no gear from POTD, you basically have to keep doing POTD until level 60 after you get past level 55, as the upgraded end game armor iLvL falls behind after that point. Not to mention I think we are about to hit another age of this with the next deep dungeon getting released in the following patch.

At lvl50, 60 and 70 it is easy to get an acceptable gear (actually the best-in-slot for 50-55 and 60-~65) using poetics. Both the lvl50 and 60 gear CAN last till 60/70 respectively, if augmented, even for a tank and healer...but you're likely to get a gear drop here or there to upgrade along the way. Neither requires you to set a single foot into any gear-dependent party content.

It is also possible to buy NPC stuff.

One can get high level gear for tomestones at lvl70, or at least ilvl310 from easy-to-get hunts. That gear is cheap and the Centurio Seals are much easier to come across than the lower-level seals, and gives quite decent experience on its own, too.

In other words, the problem is with people not caring to put a "decent" piece of gear even if that decent gear is basically effortless to get.

Leveling in PotD definitely adds to this problem, but it's not the lone contributor. I leveled most of my secondary classes from 60-70 through a combination of roulettes (primarily leveling) and daily hunt exp, and as a result my gear would get few upgrades from what it was at level 60. The game likes to give me no 61+ leveling roulettes until I'm level 69 on a tank and then gives me that one. (At which point I immediately apologize to the party for what's about to happen, lol.) Eventually I stopped queuing for leveling roulette about level 65 or so just to avoid this. Sure, I could just buy or craft level-appropriate gear, but it makes little difference for any case except getting an appropriate level dungeon in leveling roulette. The incentives to stay current really aren't there for any leveling method other than spamming the appropriate dungeon.

Leveling roulette is worth it one time a day. Sure, you can level using only it like I did for quite some levels doing one dungeon run a day. However, most people actually run more dungeons in one go, especially tanks and healers. At that point, once you are done with leveling roulette, alliance roulette and possibly 50-60 roulette, what you should do to level is spam the highest level dungeon you are comfortable with doing which will give you some upgrades. Don't use roulette past the first time a day if you care about experience. That's a waste of time.

My point is that I was not inclined to level at the maximum possible rate. One of each relevant roulette per day plus hunts was all I did. Yes, the fastest way to level involves spamming the highest-level dungeon (and I ended up doing that on my last few tanks and healers). But if "fast" isn't your goal, doing nothing but roulettes and other side content works quite well, and offers very little incentive to keep up your gear.
