Because the way it is worded suggests that it is "rested xp bonus" perhaps? This is a standard feature in the western mmo, just like buyback features on NPCs.

It was mentioned in one of the interviews and they way it was worded didn't suggest that, nor is it now. I think you just expect it to be rested exp because that's the only system that appears to be likely, since it's the one you know.

It was worded as a bonus for using an inn, not a bonus for those who play rarely. The latter would be rested exp, the former, is not.
