It's surplus but opposite. Either way no one should have an advantage at leveling. As I've stated before, this is an MMORPG, stuff should take time, if you don't have the time/patients, MMORPGS are not for you.
I know this is only an example but lets think a little more practical....

Ok, so your friend wasn't on for a week before your 2 day spree of 1-20 leveling taking 20 hours total (which honestly isn't a very accurate number from my experience unless maybe you were doing other things in game at the time as well). He gets his class from 1-20 in a single day (10 hours of play time) and you complain this is unfair. Already I see a bunch of contradictions with this example.

1. Assuming you play actively, you had 7 days/a week to advance from your friend. What were you doing!?

2. If you are calling him your friend, arn't you happy he can catch up to you quicker so you two can party together?
what kind of friend doesn't want to see their buddy advancing especially if they can't always play with you.

3. The exact effect of the buff is still unknown, can't these responses wait till after the patch? I understand being
concerned about the effects, but is this really that big of a deal?

4. I agree advancing in a MMORPG should take effort and time, but that point flies out the window with the current model
we have right now.

TL; DR
There's no need to overact to a system that is unknown/not in game yet. Especially one like this....
