I just find the irony in it essentially using the surplus design.

Err... You CAN get 50% more per kill, but there's still a cap on how much bonus EXP you get in the first place... So you won't be getting those 2000 EXP a kill for very long anyway... Unless they designed it very poorly indeed.
Or designed it for the: "BAAAAAW WHY CAN'T I GET OVER 2000 XP/KILL AT ALL LEVELS SE? THIS ISN'T HOW YOU DESIGN AN MMORPG" crowd that seems to get their way.
They are the same ppl who thought making coloring gear different colors give diferent stats was an awesome idea/
what we know so far is that rested xp has a cap that gradually decrease when you xp on classes/job, and it regenerates only inside mog house. It works on crafting and gathering, not only killing monsters.
its either many people don't know this fact or just plain selfish. this is a big help for DoH and DoL.
I'm sure no one complain when somebody use a Empress Band >_>

Combat already grants to much XP to Fast.
Yet the XP bonus has a limited cap that decreases over time. If you get fast exp the xp bonus will just run out faster. I don't see the issue here that warrant a complain.

Agreed it's not a big deal, the faster you gain XP the faster your reserve will be eatten into.
I also kind of agree with Kiote, maybe in future patches they will change the XP curve, there is no doubt that one of the big questions in the player poll will be "Is XP too fast ?"
