No, Living Dead is fine. It has its own advantages and disadvantages that makes it balanced with the other two invincibility cooldowns.

Compared to Hallowed, it's on a 2 minute shorter cooldown which means you have more freedom deciding when to use it, and it lasts the same amount of time. The healing requirement means it's not a direct upgrade.

Compared to Holmgang, they both require healing but Living Dead doesn't require a target, doesn't root you, and last nearly twice as long. To balance that it has a 2 minute longer cooldown.

All 3 healers can easily get a DRK back to full HP and pretty much every use of Living Dead should be planned like the others, not used as a panic button.

You're ignoring that Hallowed and Holmgang don't get triggered when you would die, you have to activate them earlier. So it's more like 5s Holmgang vs 9s Living Dead vs 9s Hallowed Ground.
