I believe it's behind the gate to Cutter's pass (that area with those magitek... thingies)

After doing some exploring, it might be at 20,10 in Northern Thanalan. There's a gate with a ramp down to a couple of reactors, but still not sure it's the definite entrance to Cutter's Cry.
