This was actually the case in 1.18. It's simply the reverse of XI if you think about it. In XI, the abilities are static (e.g. Provoke is 1/1800), and cures/damage shift with level. In XIV the cures/damage are static, and the abilities shift with level.

I think what Treach was trying to say was that enmity generated from mob through abilities varies with the mob's level, and not the player's (which I think you were trying to point out).

I wouldn't completely rule this out, but my test mobs ranged from R1 to R44 Cactuar Jack and everything seemed to be in proper order. Also I would point out that if you take a GLA and THM out to an R58 mob (Ifrit's level), the GLA has a MUCH easier time holding hate than on Ifrit. Not saying Ifrit is an 'exception' because of that, but I would be surprised if the answer was simply mob rank.

As I understand it, you still lose enmity when you take damage, so the moment the tank took any damage, he would lose hate.
Actually
Kaeko's testing post 1.18/pre-1.20 came to the same conclusion.. as did my own tests▼敵対心検証項目②▼
【殴られたり時間経過でヘイトが減衰…する?】
某○○イレブンでは殴られるとヘイトが下がっていた…
気がしたので試してみました

Enmity Testing 2
[Does enmity decrease over time or decrease depending on damage received?]
In a certain eleventh game, when enemies beat you up, your enmity decreased. At least, that's the impression I got.
This is a rather important subject to test, as all future test results will take this test's results into consideration.

ヘイト減衰は無し!
Conclusion:
Enmity does not decrease!
I do think that the current look into the enmity system for XIV is probably only hitting the surface as we're missing at least 1 very large concept here (given that the "on paper" math does not translate to an actual endgame scenario). I am really excited to see others do enmity research though. Thanks to Stan for the awesome translation (and for Guildwork)
This is going to sound Obvious... but has anyone actually checked to see if magic damage is the same as physical damage in terms of a 1 = 1 ratio?
Ifrit does have higher def than your average mobs at the same level, which inadvertently making it harder to build threat on for a GLA and adds another factor into the calculation.I wouldn't completely rule this out, but my test mobs ranged from R1 to R44 Cactuar Jack and everything seemed to be in proper order. Also I would point out that if you take a GLA and THM out to an R58 mob (Ifrit's level), the GLA has a MUCH easier time holding hate than on Ifrit. Not saying Ifrit is an 'exception' because of that, but I would be surprised if the answer was simply mob rank.
That doesn't explain why the non damaging, enmity gaining abilities used by Glad at the start of the battle either seem to be generating less enmity or Magic DD's are generating more than 1 to 1
Yes, I was just saying GLA having an easier time generating hate on other R58 mobs when compared with Ifrit is also due to Ifrit's higher than average defense.
The starting ability not generating the expected amount of hate could very well be explained by Stan's theory of Rampart and Sacred Prism/Cure landing on party members who are not on Ifrit's hate list generating zero hate as a result.
There is still the discrepancy of hate generated by Magic Damage seems to be higher than expected, Stan and I will take a stab at it tonight based on your theory, Stan, you are still the stone thrower!

I haven't specifically made any attempt to differentiate damage sources and enmity differences. So if you want to quickly check to see if magic and physical damage are different that would be great.
