The tester explained this as not being an absolute cap, but rather a relative cap; you can only have 27000 enmity over the lowest other person on the list. Therefore, if two people are on the hate list, the lower one has 100 enmity, and you have generated 35000 enmity, you are floored to 27100 and (barring any additional enmity generated by you) the lower person would overtake you after generating 27001 enmity.
