I've never experienced that. Thought, you have same requirements to get duty, as it's normal mode, otherwise you won't get it.
First thing I do in the evening, is queuing myself in Sastasha gear and test what I'll get.

I have. Hell, I remember soulbinding groups going into Crystal Tower & switching to vendor trash gear (using Crafting/Gathering).
