Looks like one of your CA nodes and your Lobby server are dropping packets like crazy.
Constant 90k Disconnects every 2-3minutes.

It is not my settings. This is sporadic. It was awful 2 weeks ago, fine last week and now it is awful again. No issues with Steam/Battle.net. WinMTR to Dota2 Server and US SC2 Servers has 0 issues. It is 100% an issue on NTT and your end.

Seems like your server migration and going with NTT was not the right decision, it doesn't seem their servers can handle the load seeing as this has been an ongoing issue for well over 6months for many players. If i run winMTR longer i can see their NYC node also dropping packets. They are giving you a poor quality of service which is directly effecting your customers.

I have 4 members in my FC that have quit because of the 90k errors and more getting ready to.

This is a known issue to happen during prime time (7pm~11pm cst). Post up your tracerts information here in this thread. This will help bring to light more people having similar issues.
